If an author uploads their mod to the workshop it should be permanent, if the author doesn't want that then don't upload. Just don't edit them in place because it could confuse the Steam client.It's my understanding authors are free to take back a mod whenever they like. You can use it to copy the files to any other place and to edit them or whatever you want to do with them. The last link "Open this item's workshop folder" will show you the folder where Steam saves the item files.
